Refactor the timeout object creation

The following discussion from !14 should be addressed:

    When creating the Timeout object, we should add a skip variable. Then in parse(), do self.skip = data.get("skip", False)

We should

  1. use a sensible way to create timeout objects like self.timeout = Timeout(data)
  2. remove the need for parameters in can_skip(self, parameters)
