Support TAP output parsing 'out of the box'

TAP13 is pretty common output format for test suites. This ticket is a feature request to support TAP13 output parsing in LAVA without doing the same thing inside the test. There is a python library that does it: https://github.com/python-tap/tappy Luckily it's available in debian: https://packages.debian.org/search?keywords=tappy&searchon=names&suite=all&section=all

The feature was requested at ELC-E

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
